Kirill Shamiev

Public sector consultant and a scholar of Russian civil-military relations. he is currently a visiting fellow at the European Council on Foreign Relations. He holds a PhD in political science from the Central European University.

His research focused on the evolving role of the Russian armed forces in national defense policy, for which he developed a new framework for studying civil-military relations. Dr Shamiev is currently working on two research projects examining the future of Russian military reform and EU policy towards Russian political migrants in the European Union. Kirill has published two peer-reviewed articles in Armed Forces & Society, a co-authored chapter in the Routledge Handbook of Russian Politics and Society, and numerous pieces in Foreign Affairs, Foreign Policy, The Guardian, CSIS, RUSI, Meduza, Kennan Institute, Riddle, The Moscow Times, Novaya Gazeta, and Echo of Moscow. He is a founding member of the MethodsNET methods excellence network, a member of the Inter-University Seminar on Armed Forces and Society, and listed as an expert on Russia in the Chatham House Expert List.
