During the last years of the Franco Regime being an attorney, he was very critical of the growing repressive power of the state. In 1981 he joined the expert commission on the autonomy process, that gave birth to LOAPA (Organic Law on the Harmonisation of the Autonomy Process). He was after invited to join the government by its president, Felipe Gonzбlez, in capacity of the Minister for Territorial Administration (1982−1985). Later in 1991 he was appointed to be the Minister of Justice (1991−1993). Between 1985 and 1991 he served as the president of the Council of State. He is the author of a number of books related to the right to information, protection of human rights, fundamental rights, scrutiny and check of the executive power, etc. He was also awarded with Premio Gascуn y Marнn by the Complutense University, Order of the Carlos III and the Medal of the Constitutional Merit.
